在填报审核过程中，应对依据资料的客观性和可倍性进行制定，提供全面填报技术资料，设计环年基表编报程序。作者结合赤峰市环保工作实际及当地能源结构和水文地质条件，提出了填报审核一体化思路及编报程序化设计实例。

Taking the environmental protection practice in Chifeng and the local energy mix as well as the hydrological-geological condition into consideration,the author proposes a design practice.When filling in the chart,the objective and reliability should be judged according to the materials.All-round technical materials are also required to design the program of environmental accounting chart.
