On the Loan Venture and Countermeasures of Higher Institutions

摘要 在高校超常规发展、大规模举债办学、快速扩张的同时,高校财务风险日益凸现。高校贷款会带来学校财政风险、银行金融风险及政府财政风险。我们应从思想上构筑贷款风险防线、管理上提高贷款使用效益、制度上保证贷款资金的安全性、方法上多渠道筹集资金和建立贷款风险预警系统等方面入手,以防范高校贷款风险的实际发生。 The finance venture of colleges and universities is salient more and more at the time of higher institutions abnormal developing, large-scale debt running and expanding quickly. The higher institutions" debt venture includes the finance venture, banks" financing venture and government's finance venture. Analyzing the reasons engendering loan venture from the usage of loan capital, the source of loan, the budget management and the national macro regulation, we see we should construct the loan risk defense line in idea aspect, increase the loan use efficiency in the management aspect, ensure the loan security in system aspect and raise capitals through multi-channels, and set up the early warning system to against the loan venture of higher institutions.
