海峡西岸经济区城镇化进程中的农村公共服务分析——以福建省为例

Rural public services in urbanization of the economic zone on the west side of the Straits——Taking Fujian as a case

农村公共服务对城镇化具有双重作用,在为城镇化提供动力和保障的同时,也增加了城镇化的机会成本。在城镇化进程中,农村呈现出家庭小型化、就业非农化、村庄空壳化、村民老龄化、决策民主化、生活信息化等趋势,为农村公共服务带来了许多机遇和挑战。政府应从社会主义新农村建设、城镇化与城乡一体化的要求出发,充分考虑农村社会经济发展的趋势和规律,科学规划以确立合理目标,创新机制以促进城乡基本公共服务的均等化与高效化,因势利导以增强农村公共服务决策的群众基础,构建信息平台以确保农村公共服务的公正与公开,进而促进农村公共服务又好又快地发展。

Rural public services are double-edged swords to urbanization,increasing its opportunity cost at the same time of providing power and safeguard to it.In the process of urbanization,the countryside shows some trends,which take more opportunities and challenges to rural public services,of family miniaturization,nonagricultural occupation,aged population,empty village,multi-culture,democratization and more information.So according to requirements of urbanization,building a new socialist countryside and urban-rural unified development,and considering trends and laws of countryside development,government should take effective actions which are scientific programming to set up rational targets for rural public services,innovative system to promote equalization of the basic urban-rural public services,improving the occasion to strengthen people′s base of public service policy and information platform to ensure its equality and transparency,to promote its rapid development.
