美国文化外交调整与加速海外扩招留学生的政治解读

A Political Reading of the US Cultural Diplomacy and the Expansion of Recruiting Overseas Students

有别于"9·11"事件后的美国对海外赴美留学生签证发放政策,近几年来美国国务院动用了大量的官方政治资源努力推动加速扩大招收海外留学生,其做法显然是超出了一般意义上的高校自主办学问题的范畴,况且也将中国作为一个重要的对象国。因此,本文作者认为有必要以国际政治的视角对其加以解读,从中归纳分析其内涵以及未来可能产生的实际影响,并提出有待于进一步思考和解决的问题。

Unlike the students＇ visa policy after the event of 9·11, the State Department of the United States of American spent a lot of official resources committing to the expansion of recruiting overseas students, which is far beyond the college enrollment issue in common sense. In fact, the US government has made it part of its diplomatic work, and China has been put as one of the important target countries. This paper analyzes the policy from an international political perspective, exploring the facts, implications and possible future results so as to find possible ways to deal with the problem.
