Impressing the macroview on health and programming preventive care at new time

笔者回顾了建国以来的预防保健工作，针对其面临的主要问题，指出应在预防传染病、慢性非传染性疾病，提高人们生活质量和社会能力３个层次上开展工作。在全面完整地阐述健康的概念以及大卫生观念基础上，提出了实现健康的基本策略。预防传染病仍必须列为预防保健工作的首位，主要抓计划免疫、重点传染病控制、应急处理３个环节；加强社区卫生服务推动慢性病防治；广泛开展健康促进活动，从而实现人们生理、心理。

This essay reviews the preventive care after Liberation and indicates that work efforts should be made at three levels of preventing communicable and noncommunicable chronic diseases, improving living quality and strengthening social ability by targeting main health problems. Based on fully addressed health concept and macroview of health, basic strategies in fulfilling health is proposed. Prevention from communicable diseases should be still at the top priority of preventive care agenda and main measures are the three processes of planned immunization, key communicable diseases control, and emergency management. Community health services should also be enhanced to promote prevention and treatment of chronic diseases. Health promotion activities should be widely conducted to reach a nice condition of physiological, psychological and social ability.
