With the development of human society, water resource has seen agricultural civilization, industrial civilization and ecological civilization. Water is not only a drive for the emerging of agricultural civilization, hut also important for the growth of industrial civilization. The application of hydropower is the fore runner of industrial revolution in modern times. The dual function of water resource in industrial civilization makes mankind introspect their own living environment, pay close attention to the harmony between man and water. With the progression of human and the development of society, especially modern revolution of science and technology, we develop and make use of water resource by mod- ern science and technology. Its aim is not only met the needs of the development of human science and technology, but also satisfied harmonious development of human and nature.
