With the development of information technology, the enhanced consciousness of environmental protection and economic globalization, in many countries both government and enterprises realize the importance of promoting circular economy and closed - loop supply chain. This paper researches on the exterior governance of closed - loop supply chain. The conclusion is that government being the principal part of governance, its objective is to undertake closed - loop supply chain. The governing measures include supervising regulation and participating regulation for exterior governance.
