We undertook an investigation on the spot both in developed Jiangshu, Zhejiang two provinces and in relatively -backward Heilongjiang, compared their government behaviors on developing farmer cooperative organization, and then summed up the advanced rule of development, expecting to provide a theoretical and practical support for efficient guiding the progress of farmer professional cooperative organization.
