摘要
从影响查新工作的人的因素出发,全面分析了查新主体的局限性,提出突破这些局限性的新视角——评审人制度,并阐述了评审人体系建立和管理的途径以及维持评审人体系运作的资金保障措施。
This paper analyzes the limitation of the main body of novelty searching work from the factor of human being, then proposes the new approach to solve the problems that names syndic incentive institution, and introduce how to form and manage the syndic incentive system, then finally gives some matched measures that to maintain this syndic incentive system.
