在国内外关于企业技术创新能力及"卓越绩效模式"的理论研究基础上提出了企业技术创新能力指标体系,并据此构建了企业技术创新能力模型,该模型包括创新投入能力、创新过程能力、创新产出能力及创新环境支持四大系统;简单介绍了企业技术创新能力模型在湖南54家企业中的实际应用效果;最后得出研究结论。

This paper puts forward an index system of technological innovation ability based on the theoretical study of enterprise technological innovation capability and the excellent performance at home and abroad, and constructs a technological innovation capability model which includes four sub-systems： the input capability of innovation, the process capability of innovation, the output capability of innovation and the environmental support of innovation Then the racial application effect of the model in 54 enterprises in Hunan is introduced briefly. At last, the conclusion is obtained.
