摘要
根据频谱管理现状,阐述了多维频谱空间的内涵及研究意义,提出了以多维频谱空间作为动态频谱管理工具的思想,分析了可实现该思想的技术手段,即自适应的频谱利用新技术,并从频谱管理法规和频率指配程序两方面给出了相应的实施建议。
