《新青年》杂志的初衷就是培养和造就新青年。这个工程需要两路并进:一是破除旧观念,一是确立新观念。确立新观念的重点之一是传播现代国家理念,高一涵承担了这项使命。他的文章比较全面地传达了现代国家理念,不仅可以唤起人们对民主共和的向往,而且与现实形成比照,可以唤起人们变革现实的热情。在当时的新文化阵营中,没有几个人对于现代国家的性质、个人与国家的关系、政府的权限、自由、民主、人权等问题有系统而全面的见解。高一涵的文章弥补了《新青年》集团的诸多不足,也为新文化运动增添了光彩。
