Empirical Analysis of the Degree of Xinjiang Counties’Finance Difficulty

新疆县级财政的主要困难在于:财政收入显著低于支出,90%以上县市财政赤字,且呈不断恶化趋势,财政缺口主要依靠上级政府补贴。要改善这种局面,必须努力发展县域经济,确保财政收入逐步增长;建立完善的财政分配体制,稳定财政收入来源;完善县级财政管理体制,切实减轻县级财政支出负担。

There are some financial difficulties in Xinjiang county＇s , as show below. Revenue is significantly lower than expenditure, more than 90% of counties and cities have budget deficit, and the trend is worsening, the financial gap mainly depends on the higher level of government subsidies. To improve this situation, we must strive to develop the county economy, to ensure the gradual growth of fiscal revenue, to establish a sound fiscal distribution system, to stable sources of revenue, to improve the financial management system at the county level, to reduce the burden of financial expenditure effectively.
