俄国-苏联与新疆近代工业的发展密切相关。俄国-苏联在新疆直接投资建厂,提供专家和技术人员,为新疆工业发展制定计划,供给机器,提供贷款等是其积极的一面;但其不严格履行条约与合同,抢建工厂与新疆争利,在经济合作中不能与新疆平等互惠,而是野蛮的直接掠夺等,也给新疆工业建设带来了很大的损失和不利。俄国—苏联在新疆工业发展中所起的双重作用是其对华、对新疆政策的缩影与体现。

Russia - the Soviet Union had close relation with the development of Xinjiang＇s industry in modem history. Russia - the Soviet Union invested in Xinjiang directly, provided experts and technical staff, made plan for industrial development and supplied machines. However, it did a big loss and played a negative role by not strictly abiding by treaties and contracts, grabbing for profits with building factories in Xinjiang, not maintaining equality and mutual benefit during the cooperation with Xinjiang. The double roles in the industrial development of Xinjiang embodied its policy on China and Xinjiang.
