The Historical Stride about Social Security of Tianjin since Past 30 Years of Reform and Opening Up

改革开放30年来,天津市社会保障制度改革大体经历了配合企业改革,开始起步;由单位化向社会化转变;成为市场经济体系的主要支柱;作为一项制度性安排,逐渐完善的四个阶段。给我们带来了坚持目标,开拓创新;统筹兼顾、循序渐进;加强立法,不断完善等经验与启示。

The social security of Tianjin went through four phases since past 30years of reform and opening up. The first step is the underway phase working in cooperation reform; the second step is the transformation phase from unitization to socialization; the third step made the social security as the main underpinning of market economy system; the last step is the regrouping phase of social security as an institution arrangement. All the experiences above take us the revelation as follow： the firstly ,we must persevere in our aim and blaze a new trail; secondly, we need to making overall plans and taking all faetors in consideration step by step; lastly, we must enhance lawmaking and perfect it.
