摘要
就业与深层次的经济社会发展模式密切相关。我国作为发展中的第一人口大国,整体上还是要保持就业优先、效率适中的可持续发展方式。在此基础上,一些解决就业问题的可行途径包括:促进高端岗位的更高级化,推动岗位整体前移;增强中端岗位的内涵式和服务性,使其稳步和优化发展;大力实行各种政策优惠和补贴,稳住低端岗位,有条件的使其前移,将农村现代化工程、重点市镇、中小城市及位于其间的中小企业作为就业"根据地"的模式经营。
Employment is closely related with deep level social development. As a developing country and the most populous country, China should maintain a sustainable development pattern of giving priority to employment and moderate efficiency. The possible ways to resolve employment problems include to promote the jobs at high level to higher grade so as to gain more advanced positions, to enhance the jobs at middle level developing steadily, to implement various preferential policies and subsidies so as to make the job positions at lower level stable and conditional to higher level, and to make rural modernization projects, small and medium- sized cities and SMEs as employment bases.
