On the Analysis of the Models and Logic Frame of Policy-making

结合政策制定过程,本文将理性定义为政策制定者试图逻辑性地选择一种能够最大限度地实现政策目标的方案的过程。本文分析了完全理性、有限理性和非理性的各种情况,研究比较政策决定接近法的变化。本文认为,有必要在政策决定接近法这一框架下,对各种模型进行梳理和归纳,并寻求模型之间的内在联系,进而探索与把握政策制定模型及逻辑框架。

Combined with the policy -making process, the word Rationality＇can be defined as the process which the policy makers try to choose the ways which canto realize the maximal goals logically. This article analyzes the Perfect Rationality, the Bonded Rationality, Non - rationality and Integrated Rationality,then does some researches on the approaching method of the policy - making and its changes. So conclusion is necessary for us to card and generalize each kind of the models and search the inner relationship of the different models, and finally seek for the models and logic frame of the policy - making deep under the frame of the policy - making approaching method.
