Privatization and Government Regulations of Urban Public Traffic——Taking Lanzhou City As An Example

政府是城市公共交通民营化改革的实施者和推动者,市场竞争机制的建立与政府管制能力的提高是城市公共交通民营化能否成功的两个重要方面。在推进城市公共交通民营化进程中,要达到提高效率、促进有效竞争的目的,政府就要处理好管制的目标、角色及功能的合理定位问题。本文通过分析城市公共交通管制体制存在的问题,提出政府要通过完善立法、建立统一的管制机构和有效的管制机制,以保证城市公共交通民营化后城市公共交通市场供给充足、竞争有序、健康和谐的发展。

Government is the executor and motivator of the urban public traffic privatization, and the establishment of the market competition system and the improvement of the government regulation and control are the two crucial points for this reform. The crux of the matter for the reform of urban public traffic lies in properly dealing with the allocation of the aims, roles and functions of government regulation to promote the efficieney and effectiveness of competition. This paper intends to analyze the current problems in the system of urban public traffic, and puts forward that ,in order to develop urban public traffic fairly and orderly after it is privatized, what the government needs to do is to improve its legislation and establish a unified regulation institution and an effective regulation system.
