我国耕地减少的问题研究——以温州为例

Research on the Issue of Reduction of Our Cultivated Land——A Case Study of Wenzhou

随着非农经济的快速发展,耕地减少问题越来越成为制约其发展的一个重要因素。温州人多地少,人均耕地只有全国平均水平的1/5。源自巨大利益差异的非农化动力会产生一种"虹吸现象",绕过国家政策而侵蚀耕地。由于温州的非农化并没有带来相应的城市化,加剧了耕地减少。耕地减少造成农业产业衰退,基础性地位降低,影响城市化进程和农民福利等诸多问题。防止耕地减少,既要旗帜鲜明的保护耕地,更要切实推进非农产业的城市化和农民的市民化。

With the rapid development of non-agricultural economy, the reduction of cultivated land plays a growing role in restraining its development. With large population and less land, the cultivated land per person in Wenzhou takes up only one-fifth of the average number of our country. The great profit derived from non-agricultural economy created ＂siphonage＂, that is, to take up the cultivated land for other use by skirting round the country＇s relevant policy. As the non-agricultural development in Wenzhou has not brought about the expected urbanization, the reduction of cultivated land is intensified. This leads to the decline of agricultural industry and the lowering of its fundamental position, which affects the urbanization and farmers＇ welfare and gives rise to other problems. To solve this problem, active measures should be taken to protect the cultivated land and in addition to this, the urbanization of non-agricultural industry and farmers should be oushed forward.
