从国外共线运营的发展谈我国市郊铁路建设的相关问题

Foreign Experiences of Joint Operation and Suburban Railways in China

轨道交通的共线运营是指某种制式的城市轨道交通系统与其他制式的轨道交通系统的行车交路共用某条线路或线路某一区段的运营方式。分析了国外共线运营的经验,阐述了共线运营的优势。指出市郊铁路网和轨道交通网两网合一是未来发展的趋势。在我国尚未大规模建设市郊铁路时,市郊轨道交通网络规划应以大网络的概念统筹考虑,要考虑市郊轨道交通网络的制式选择。并就客流预测、衔接融合模式、投融资及运输管理体制的创新等相关问题提出了看法。

Joint operation of rail transit is an operating mode for certain rail transit to share lines with other types of rail transit in some sections, and is widely adopted in Japan and many European cities. Although there are various forms of joint operation, most cities adopt the one between urban rail transit and suburban railways for outskirts passengers. This paper analyzes the foreign experiences of joint operation and its advantages, points out that the integration of suburban an railway network and rail transit network is a development trend. Therefore, it is necessary for Chinese government to consider what types of rail transit should be built in the suburban areas to meet the challenge of the massive construction of suburban railways in the future. This paper argeues that the planning of suburban railways should be based on the concept of co-ordination network, and discusses further the passenger forecast, the integration pattern of convergence, the innovative system for investment and financing, the transportation management and other related issues.
