But this public policy can＇t be carried out effectively all the time since it was issued. It displays thoroughly that this public policy, being of strong deduction logically, has not been investigated and studied before it was published. During the process of decision - making, including the drafting, the discussing and the examination segments, lacking the civil participation, and so on. Finally, because the policy - makers did not master the true situations and information about the policy - carrying in the reality, this public policy can＇ t be evaluated and corrected in time. The realistic effectiveness of the public policy give us some inspirations for ever.
