伊犁哈萨克自治州卫生监督人力资源研究

Survey on human resource of health supervision in YiLi state of Sinkiang

摘要 对伊犁州卫生监督系统人力资源研究及与当地疾控系统人力资源进行对比,结果显示,人才梯队尚未形成,29岁以下人员所占比例较少;大学学历以上者低于当地水平,中专及以下者高于当地水平;预防医学、临床医学、经济管理与法律之比为1.8:1.4:1.0,综合业务科室、卫生执法科室、行政后勤科室的工作人员配置比例为1:2.6:1.2,业务执法科室人员偏少,卫生监督内部科室设置不一;与疾控相比较,卫生监督人员的平均年龄为39.65岁,疾控为40.08岁。卫生监督人员配置为0.74/1万人口,低于国家配置标准。疾控人员配置为2.12/万人口,在国家配置标准内。提示需要加大对卫生监督系统的重视与投入。 The human resource of the health supervision system of the YiLi state was studied, and compared with that of the local CDC. The results showed that the local health supervision system has not formed a rational professional team, and the proportion of the personnel less 29 years old were low. The distribution ot' the hygiene supervisors' education background was as fallows: the percentage of the personnel with academic graduate degree, or at least in YiLi state was lower than that of the local levd. The professional major ratio of the hygiene supervisors was as fallows: preventive medicine: clinical medicine: economic management & law 1.8:1.4:1.0. The ratio of personnel in service departments, health-law performing departments and administration and logistics departments was 1:2.6:1.2. The mean age of hygiene supervisors was 39.65 years old, which was younger than that in CDC, 40.08 years old in average. The allocation of the hygiene supervisors was 0.74 among 10 000 persons, lower than the State allocation standard. The allocation of the personnel in CDC was 2.12 among 10 000 persons, according with the State standard. The results show that it is necessary to attach importance to the health supervision system and to increase the investment.
