摘要
服务型政府中的行政伦理是适应当代社会要求的行政伦理模式,是对传统行政伦理的超越。这种超越也对行政伦理监督机制的建设提出了新的要求。行政伦理监督机制应该成为一个开放的、能够应对现实情境中的行政伦理行为的监督体系。这一目标需要依靠行政人员和社会公众的共同努力,通过对话和协商的手段来实现。
The administrative ethics in service government is a model of administrative ethics which meet the needs of contemporary society. It is also a transcendence of the traditional administrative ethics, which puts forward a new requirement for the construction of the supervisory system of administrative ethics. The supervisory system of administrative ethics should be an open supervisory system that is able to cope with real life of administrative ethics. This aim will be achieved by relying on administrative staff and the public, as well as using the means of dialogue and consultation.
