摘要
构建远程开放教育服务文化,必须坚持教育社会功能和价值取向。开放性作为远程教育特征和核心理念,宗旨和意义就是为了实现教育公平,开拓更多的学习机会,为学习者提供更好的学习条件。远程教育的服务效果和质量,与企业、其他机构的服务不同,需要获得"双重满意",即学习者的满意和社会公众的认可。以服务文化的构建,增进远程教育社会公众的亲和力,形成共同价值追求的凝聚力,构成创新发展的支撑力,积淀为传承发展的生命力,促进远程开放教育内涵发展。
The construction of service culture in open and distance education (ODE) requires a consistent pursuit of the social functions and value orientation of education, and realization of distance education as a support system of the learning society, a public welfare platform available to every member. The most outstanding feature, also the core value, of service culture in distance education is the openness, which manifests itself in theoretical background, means and approaches and target people to be serviced. The practice of Huizhou Radio and Television University proves that: a convenient, high efficiency, low cost and personalized principle is to be adhered to in learning support service and learning resources development; every practitioner should demonstrate a high level of dedication and service awareness; a service management mechanism is to be constructed with a combination of rigidity, conformity, flexibility and humanity; a constant innovation in service is to be pursued to meet the individualized needs of learners.
