摘要
香港城市土地价值获取机制为城市基础设施与公共服务提供了充足资金,并通过政府开支体系,将这些收入重新回报给社会。香港土地价值获取的路径、机制及其重新配置过程为正在经历快速城市化的中国大陆提供了三方面启示,完善税收体系,建立评估体系和规范收入使用机制。
The mechanism of urban land value obtaining in Hong Kong provides adequate fund for the infi＇astructure and the public service of the city. There is an efficient taxation system and a land auctions system in Hong Kong through which the government allocates the revenue to public works to return to the society and community. The experiences of Hong Kong provide us with enlightenment in terms of taxation system perfection, establishment of an evaluation system and regulation of allocation mechanisms.
