深入贯彻落实科学发展观,必须充分认识到坚持统筹人与自然和谐发展的重要性。要做到人与自然和谐发展必须运用统筹兼顾这个根本方法;按照科学发展观的要求进一步推进人与自然和谐发展:必须坚持党政一把手亲自抓、负总责,全面落实目标管理责任制;坚持发挥市场机制的作用,促进资源的高级利用;坚持发挥政策杠杆的作用,加强对重要资源供求的宏观调控;坚持依法办事,把统筹人与自然和谐发展工作纳入法制轨道。

To thoroughly apply the Scientific Outlook on Development, we must fully realize the importance of persisting in the harmonious development between human and nature. Therefore we must gives balanced consideration to all factors： upholding that the leaders of Party and government personally supervise the workand assume overall responsibility to fully implement target management responsibility system; taking advantage of market mechanisms to promote the best use of resources; using the policy levers to macro-- control the supply and demand of important resources; coordinate the harmonious development between man and nature in accordance with the law.
