西北少数民族地区新型农村合作医疗运行中法律保障研究

On Legal Safeguard for the Service of New Type of Rural Cooperative Medical Care System in Northwest Minority Regions

被誉为"社会安全网"的社会保障制度,在我国农村地区特别是西北少数民族地区很长时间内几乎是完全"缺位"的,其中作为社会保障制度的重要组成部分的医疗制度的空白,已经严重影响农村居民的生活,建立健全新型农村合作医疗制度成为当务之急。加快社会保障基本法建立,强化新型农村合作医疗制度中政府行为的立法,强化新型农村合作医疗制度资金筹集的法律建设,继续完备配套法律建设是西北少数民族地区新型农村合作医疗运行中法律保障的关键。

Social security system, which is regarded as the ＂social safety net＂, has almost been completely omitted in rural areas for a long period especially in the Northwest minority regions; the Medicare system in particular,the important part of the social security sys- tem, is a blank, which has seriously affected the rural residents＇ life. To establish and perfect a new type of rural cooperative medical care system has become the first imperative. The keys to legal safeguard for the services are to accelerate social security basic law legislation, to strengthen the legislation of governmental behavior in the system, to enhance law construction of fund procurement of the system, and to keep completing construction of assorted laws.
