农业生产与粮食安全的社会学思考

Sociological Analysis of Agricultural Production and Food Security

目前学者对影响我国粮食安全的因素主要是从国家宏观视角进行阐述的,将粮食生产最重要的主体——农民排除在了分析范畴之外,同时也隐藏了许多值得重新审视的问题和误区:国家的粮食安全是否等于农民的粮食安全;国家鼓励粮食生产的政策对农民种粮的影响到底有多大;粮食生产过程中科学技术与科技产品的投入能使农民增加收入吗?粮食生产的规模化或去小农化趋势必然是好的选择吗?农户农业生产行为仅仅是一种经济行为吗?本文将从社会学的角度对这些问题进行分析,从而为我国的粮食安全策略提供借鉴。

The issue of food security has always been the focus for discussion within China and abroad.Currently analysis on the factors affecting food security has mainly been done from the state macro perspectives,which has excluded farmers-the major stakeholder of food production-from the analytical framework.In the meantime,some new issues or possible mistakes might emerge,e.g.,is the food security for the sate the same as the one for individual farmers? what is the extent to which the initiatives for encouraging farmers to produce grain have functioned? have science and technology helped farmers increase their income? will scaling up of farming or de-peasantization be the optimal choice ? is agricultural production only a kind of economic behavior? This paper has analyzed theses issues from sociological perspective,so as to provide reference for food security strategy.
