作为中国内陆地区开放程度最高、功能最全、政策最优惠的海关特殊监管区域和全国首个海关特殊监管区域"功能整合、政策叠加"改革的示范点,苏州工业园综合保税区的运作状况与发展前景受到社会各界的广泛关注。
Suzhou Industrial Park Integrated Free Trade Zone (SIPIFTZ), the f irst comprehensive bonded zone in China, came into operation in January 2008 when the global credit crisis began to hurt the real economy worldwide. The import and export value of SIPIFTZ totaled USD 47.5 billion in 2008 and then USD 12.1 billion in the f irst quarter of 2009. The 5.28 square km area—including the Bonded Processing Area, the Bonded Logistics Area and the Port Work Area—now has 93 manufacturing f irms, 32 logistics corporations, 36 trade companies and one maintaining factory. Aside from bonded processing, bonded logistics and port clearance, SIPIFTZ has extended its business to exhibitions, trade and the inspection and maintenance of machinery. There are plans to use a 2.9 square km area around SIPIFTZ as a nonbonded zone for logistics, storage, distribution and integrated services. Nearly 30 manufacturing f irms in SIPIFTZ have tried to operate trade, R&D, inspection and maintenance businesses. All corporations inside the zone have been committed to Vendor Managed Inventory (VMI) business and Distribution Center (DC) operation. Besides SIPIFTZ, there are f ive other comprehensive bonded zones around China. They are Tianjin Binhai New Area Comprehensive Bonded Zone, Beijing Tianzhu Comprehensive Bonded Zone, Hainan Haikou Comprehensive Bonded Zone, Guangxi Pingxiang Comprehensive Bonded Zone and Heilongjiang Suifenhe Comprehensive Bonded Zone, all of which are still under construction.
