在界定了农村土地流转内涵、阐明土地流转现实意义的基础上,理清了土地流转与水库移民安置之间的关系,对水库移民通过土地流转获得土地的可能模式进行了设计。并从加强产权制度创新、加强对土地使用权流转规范管理、完善农村社会保障机制、优化土地流转环境等4个方面,对获取模式运转保障机制进行了构建和完善。

Based on defining the meaning of rural land circulation and clarifying the practical significance of rural land circulation, the relationship between land circulation and reservoir migration resettlement was made clear. The probable methods to obtain land for reservoir migration through land circulation were designed. The operation and guarantee mechanism of the obtaining methods was built and perfected from 4 aspects of strengthening the innovation of property rights system, strengthening the normalized management of land use rights circulation, perfecting the rural social security mechanism and optimizing land circulation environment.
