Government information resources are some special kinds of public goods and opening them to public is a kind of special public service. Public access to government information resources is a particular public needs. It should be based on the perspective of disciptines such as sociology, communications, administrative science, management science and so on. Fairness, norms, accuracy and convenience are the value orientations for the government to open government information resources, and that will promote the building of transparent government, responsibility-oriented government, conservation-minded government and performance-oriented government.
