论长株潭一体化进程中失地农民社会保险制度建设

Reflections on the Construction of Social Insurance System for Land-expropriated Peasants in the Integration Process of Changsha,Zhuzhou and Xiangtan

目前长株潭一体化进程中失地农民参加社会保险的人数很少,而实际上他们入保的意愿很强烈。他们在选择投保模式方面分歧较大,而且有一种进退维谷的双重心理。究其原因,主要是:有关法制缺位;保险意识不强;个人缴费过高;政府财政压力较大;保障水平较低。对此,政府应对失地农民建立多层次养老保险制度和医疗保险制度以及多层面的辅助社保制度,最关键的是建立健全社保基金制度。

In the process of the integration of Changsha, Zhuzhou and Xiangtan, few land land-expropriated peasants, at present, participate in social insurance. However, they actually are eager to be insured. They greatly differ in choosing the patterns of the insurance and are indecisive. The reasons lie in some vacancies in law system, weak consciousness of insurance, exorbitant individual payment, great pressure of the government finance and politics and the relatively low level of social security. The government should build a multi-level system of endowment insurance, medical insurance and subsidiary social insurance. The key point is to establish and improve the system of social insurance funds.
