公民政治参与:体制迟钝与体制吸纳

Citizen Political Participation: System Stagnation and System Intake

公共服务水平低下、公共产品供给不足,尤其是公共服务供给不平衡、不同群体之间受益差距过大等问题是当前主要的社会矛盾之一。要建设服务型政府,提高公共服务水平,协调利益关系,防止贫富分化进一步加剧,就要建立健全公民政治参与体制。当前,公民政治参与存在体制性迟钝,需要通过体制创新实现公民政治参与的体制吸纳。从政府过程的视角观之,关键是建立健全问政于民的决策体制,建立健全与民融合的公共政策执行体制和建立健全监政于公的权力监督体制。

One of the major social conflicts is the low level of public service, the inadequate supply of public products,especially the imbalanced supply of public service, and the great benefits gap between different populations. We should establish and perfect the institution of citizen political participation to build the service government, to improve the level Of public service, to coordinate the interests relations, and to prevent the aggravation of the differentiation of wealth. Currently there exists the system stagnation in the citizen political participation, and it is necessary to realize the system intake of citizen political participation through institutional innovation. From the perspective of governmental process, the key is to establish and perfect the decision-making system of ＂administration for the people＂, the public policy implementation system of ＂governance by integration of the people＂, and the power supervision system of ＂monitoring administration by the public＂.
