能源消费状况与节能降耗对策:重庆个案

Status of Energy Consumption and Saving Countermeasures:Example of Chongqing

在对重庆能源消费的水平、增长与效率进行实证分析的基础上,对重庆的产业结构与其能源消耗关系进行分析,发现重庆的主导产业与高能耗产业高度重叠,这是重庆节能降耗的最大难点。重庆应加快产业结构、产品结构的调整步伐,作好主导产业规划;形成市场"看不见的手"与政府"看得见的手"的双管齐下的控制方式;倡导能源节约型社会和消费方式。

Based on the empirical analysis of the Chonging City＇s energy consumption level, increment and its efficiency, we make an analysis on the relationship between the industrial structure and its energy consumption. We find that industries with high energy consumption are highly overlap with its leading industries; and makes the most difficult for Chonqging to decrease energy consumption. Therefore, Chongqing should accelerate adjustment of industrial and product structure, make good planning for leading industry, control both by government and market, call for energy-saving consumption and society. These papers propose some suggestions for reducing and economizing the energy consumption of Chonging City.
