我国城市化进程中政府行为和市场行为机制研究述评

Review of the Mechanism of Government Behavior and Market Manipulation in the Process of Chinese Urbanization

城市化是一个资源配置问题,包括劳动力、土地、资本等在内的各类要素资源在全社会范围内进行优化配置与重组的动态过程。它首先面临着一个机制选择问题,这也是城市化行为取向的核心问题,即政府——市场组合关系的问题。本文对国内外学者关于城市化的行为取向问题的研究进行了梳理和综合分析,这有助于我们研究"政府"与"市场"这两大资源配置手段的职能分工,从而为我国城市化的健康发展提供有效的制度与机制保障。

Urbanization is an issue of resources allocation, a dynamic procedure in which various kinds of elements like labor, land and capital are to be optimized in allocation and reorganization. The first problem that urbanization meets is the mechanism selection, a central one in its behavior orientation- the combination of government and market. This paper sorts through and analyzes the researches on behavior orientation of urbanization by foreign and domestic scholars, which will help our study of the function division of government and market, two methods in resources allocation, and thus will provide us with the effective guarantee in systems and mechanisms for our healthy urbanization.
