对高校人才资源科学开发的思考

人才资源开发包含人才引进与人才培养两个层面。对高校来说,开发什么样的人才资源,怎样开发人才资源,既是加强学科建设和师资队伍建设的现实问题,也是新形势下高校发展的战略选择,最终关系到为国家培养大批高素质人才的能力和水平。针对当前高校人才资源开发存在的主要问题,应采取有效对策措施,形成有利于人才引进与培养的体制机制。

Development of talent resources includes two facets： introduction of talents and training of talents. What kind of talent resources should be developed and how to develop talent resources, which are practical problems to reinforce discipline and team construction, and are strategic choices of universities development under new situation. It is ultimately related to the capability and level of education high-quality talents for the nation. At present, on main problems of development of talent resources, some operational policies and measures should be carried out, to form system and mechanisms favorable for introduction and training of talents.
