摘要
依据福利经济学原理,采用条件价值评估法(CVM),设计了融有支付意愿与补偿意愿的微观尺度生态恢复支付卡,评估了黑河中游酒泉花城湖湿地恢复成本。研究表明,居民平均支付意愿为每年每户306.68元,以15年期测算的湿地总恢复成本为0.214×108元,其中退耕还草、灌溉方式改革、化肥的少量施用补偿总价值占恢复成本的87.6%。
By using CVM and Welfare economical principle, the study designed the micro-scale ecological recovery payment card which includes WTP and WTA, and evaluated the recover) costs of wetland, which located in the middle reach of Hei River. The results shows that the mean WTP is 306.68 yuan per family per year. The total recovery cost of wetlands is 0. 214× 10^8 yuan in 15 years, in which the cost of returning farmland to grassland, irrigation method reform and reducing fertilizer amount accounts for 87.6%.
