A Study on the Development of South African Library Acts

全面总结南非图书馆法发展历史,以1994年为分界线将其划分为两个阶段。详细介绍南非现行图书馆法的主要内容、特点和立法意义以及南非图书馆立法的三个特点——重视委员会的作用、赋予执法者一定的自主性和追求结果的可达成性;希望通过研究南非图书馆法的发展历史,对我国图书馆立法活动提供借鉴和启示。

This paper introduces the profile of the development of South African library acts,which takes the year 1994 as a dividing line and divided the history into two stages. It summarizes the details, characteristics and significance of the current library acts in South Adrica. The paper also advances three characteristics on legislative activities of library acts ： value the role of council; a certain degree of autonomy to law - men; the result can be reached. The research will bring enlightenment and references to the legislation of Chinese library act.
