政府是产业升级的组织力量,最大限度发挥政府出台的产业政策效能,是动画产业发展的原动力。为促进首都动画创意产业健康、快速、持续发展,还需完善政策法律体系,加强政策专业性、系统性,加大财政税收力度和人才引进与培养的支持力度,设立首都动漫产业基金和市长奖,充分调动企业与从业人员积极性。

The government is the organizer of the industry upgrading process. It is the original impetus for the development of animation industry to maximize the effect of the government＇s industry policy. The industry policy needs to be perfected to promote healthy, rapid and sustainable development of the capital＇s animation industry. The policy should be more professional and systematic, and focus more on financial support and talents recruiting and training. The government should establish capital animation industry fund and mayor award and arouse the enthusiasm of the animation companies and workers.
