摘要
基于教师是教育资源的核心部分,教师作为一种资源同时作为人的基本认识,从教师作为资源在市场环境下不仅具有资源的"物化"属性,更具有传承人类和民族文化精神这一"人化"属性的角度,在梳理分析了限制、"转会"、定期流动等教师流动措施的基础上,对其进行了批判性的再思考、再认识。提出了建构教师流动机制的新见解和尝试性的方案。
Basing on the cognition that teachers are the core of educational resources and teachers are resources as well as human being, and they not only own the objective attribute in the market environment but they also have the personal attribute in transmitting the cultural spirit of human and nation, this paper critically analyzes and recognizes the measures taken to control teacher turnover such as limiting turnover, transferring mechanism, and periodical turnover, it also puts forth some new opinions and measures to propose a mechanism of elementary and middle school teacher turnover.
