西部农村社会发育程度问题研究——基于人力资本理论视角

西部农村人口素质低;教育结构不合理;市场化水平低、分工单一;农民组织程度低等,这些都是社会发育程度低的重要表现。根据人力资本理论,西部农村要提高社会发育程度,保证2020年农村改革发展基本目标的实现,就应在西部推行素质教育,完善教育体制;发展职业教育,提高农民农业生产能力与就业能力;发展少数民族教育。

The quality of rural population in the west is low, the education structure is irrational, the market level is low and single social division of labor and the organizing degree is low etc, all that are main performance of the low level of social development of the west. According to the human capital theory, in order to improve the rural social development degree in the west and guarantee the goal come to reality of the rural reform and development, we＇ d better implemente of the quality education, perfect education system, develop the adult education to improve the peasant＇ s capability of agriculture production and employability in the city, particularly, develop the minority education.
