Analysis on Influencing Factors of Developing Border Areas by Main Functional Regions' Construction

推进形成主体功能区是我国"十一五"规划的重大创新。由于受经济、社会、区位、生态环境和国防安全等特定因素的制约,主体功能区建设对边疆地区发展既有积极的影响,也有不利的影响。因此需要加强部门之间的合作,协调主体功能区区域规划中的利益冲突,创建政绩考核与绩效评价体系,实现主体功能区分类管理的区域政策协同。

Pushing forward and forming the main functional regions is the significant innovation of the Eleventh Five-year Plan in our country. Owing to the border areas restrictions from many special factors such as economy, society, location, ecological environment and national security etc, main functional regions＇ construction has both active and disadvantageous effects on the development of border areas. As a result, it is essential to reinforce the cooperation between departments, to harmonize the interest conflict in regional planning of main functional regions, to innovate the evaluation system of political achievement and performance as well, to realize the area policy coordination about category management of main functional regions.
