摘要
借钱局又名因利局,最初出现于光绪二年的扬州,是以借贷现金方式救助贫民的新型慈善组织。借钱局一度在全国范围内引起强烈反响,各地纷纷仿行。光绪十五年后,尽管清廷持否定态度,但借钱局并未销声匿迹,至清末新政时期再度复兴。民国年间,借钱局最终被国家实施的社会保障体系所吸纳。
The first loan agency appeared in Yangzhou in the second year of Guangxu(1875-1908) in the Qing dynasty as a new form of charity that provided assistance to the poor by means of cash loans.It was warmly embraced and rapidly spread nationwide.After the fifteenth year of Guangxu,the imperial court took a negative attitude toward loan agencies,but they survived and gained renewed vigor during the late Qing reforms.In the Republican period,they were absorbed into the state social security system.
