When passes for trucks to enter a city have generally become a scarce resource,paying a fine of mixing passengers and freights has turned into the fixed costs in the operating process of logistics enterprises;moreover,such kind of costs are being increasing,which has a strong impact on the operation of companies and the improvement of their Quality of Service.On the other hand,the difficulties in solving the problem resulted in the current situation that the efficiency of commodity dispatching to the cities has been low for a long time. In order to resolve this tuff problem,Shanghai may act as the pioneer.May 1, 2008,Technical Regulations for Distributing Trucks in the City,drafted jointly by Shanghai Transportation and Port Authority,Nanjing IVECO Motor Company LTD.,etc.,came into force.
