摘要
从经济与社会发展、资源减量投入、资源循环利用、资源环境安全4个方面构建立了区域农业循环经济发展的评价指标体系,并利用层次分析法和加权函数法,对1990-2005年间广东省农业循环经济的发展水平进行了综合评价。结果表明,1990年以来广东省农业循环经济发展水平总体呈现增强趋势,综合评价指数在1-1.7范围内变动;经济与社会和资源循环利用的平均发展水平高于1990年,且发展速度逐年加快;资源减量投入评价指数变化不稳定,平均发展水平略低于1990年;资源环境安全发展呈现逐年缓慢降低的趋势。障碍度分析表明,资源循环利用对广东省农业循环经济发展的制约最大,但障碍度大小总体趋势是下降的,资源减量投入和资源环境的障碍度随着时间呈现上升趋势,其中资源减量投入指标的障碍度自2001年后有较为明显的增幅。
An assessment index system, composed of four aspects (Resource usage reduction, resource recycling and reuse, natural resource and environment, economy and social development) was established, and moreover, the method of analytic hierarchy process along with the linear weighting addition was applied to evaluate the developmental status of agricultural circular economy in Guangdong during the period of 1990-2005. The results indicated that from the year of 1990, the development of agricultural circular economy showed an enhancive trend with an integrative evaluation value range between 1 to 1.7. Average integrative evaluation values for the index of resource recycling and reuse as well as natural resource and environment, which were higher than those in 1990, increased with the time on. However, average integrative evaluation value for the index of resource recycling and reuse, lower than those in 1990, varied unstably. Average integrative evaluation values for the index of natural resource and environment showed an insignificantly decrease. According to the result of obstacle analysis, natural resource and environment was the main limiting factor though it's wholly impacts declined with the time. Obstacle degree for both resource usage reduction and natural resource and environment strengthened in which, obstacle value of resource usage reduction increased significantly from the year of 2001.
