The Diplomatic Functions of Social Organizations:An Observation Based on China-West Interaction

作为西方发达国家民主制度的象征和重要组成部分,市民社会在政府的内政外交领域发挥着不可或缺的补充作用。中国在全球化时代融入国际社会的过程中不断与西方市民社会组织发生冲撞与摩擦,多数情况下致使中国外交陷入被动,对此需要依靠中国的社会组织来有效化解。对于致力于而且也越来越有能力扮演负责任大国的中国而言,充分发育的社会组织将成为中国应对外部压力、构建和谐世界的坚强后盾,在外交上必将发挥政府无法替代的功能。

As the symbol and an important substance of the western advanced democracy,civil society is playing an indispensable and supplementary role in its domestic and foreign policy. While rehabilitating into the international community in the globalization era,China has been constantly colliding and conflicting with the western civil society organizations,which often pushes Chinese diplomacy into a corner. The only solution is to rely on China's own social organizations. To China who is determined to and increasingly capable of playing the role of a responsible power,the full-fledged social organizations will become staunch supporter for China to cope with external pressure and construct harmonious world,thus playing a part that the government could not provide an alternative.
