中国地区工业的动态环境绩效:基于DEA的经验分析

The Dynamic Environmental Performance of Regional Industry in China:An Empirical Analysis with DEA

生态效率的年际变化能较好地度量动态环境绩效，它可分解为相对生态效率变化和环境技术变化两个部分。中国地区工业在2003-2007年间的经验分析结论表明：环境技术无效率普遍存在，这与经济发展水平没有直接联系；环境绩效总体上改善了，但省际差异却扩大了；环境绩效改善和恶化的主要原因分别在于希克斯中性环境技术进步和相对生态效率恶化。为改善环境绩效，各省应加大生态环保宣传力度、制定和实施科学的污染物排放标准、构建“官-产-学-研”四位一体的科技创新体系、推动地区交流与合作，并进行适宜技术选择等。

The annual change of eco-efficiency can measure dynamic environmental performance well, and can be decomposed into changes in relative eco-efficiency and shifts in environmental technology. The empirical analysis results of provincial industry in China between 2003 and 2007 are as follows, there was inefficiency of environmental technology in economy widely and it wasn＇t correlative with economic development level; the average environmental performance of all provinces was improved but the aggregate provincial difference was widened; the improvment and deterioration of environmental performance were caused by progress in environmental technology which was Hicks neutral and by eco-efficiency falling respectively. Every province should improve their environmental performance through publicizing ecological environment protection effectively, establishing and implementing scientific emission standards for pollutants, building the four in one innovation system of government-industry-university-research institute widely, promoting regional exchange and cooperation and choosing appropriate technology.
