摘要
在企业技术创新活动中,存在三种目标错位现象:技术创新目标与市场目标错位、技术创新目标异化造成错位、技术创新目标与企业实际技术能力错位。造成目标错位的原因主要来自两个方面:技术创新的目标呈分割状态,目标与目标之间缺乏协调同步基础上的相互作用;管理者与员工之间缺乏有效顺畅的交流沟通和有沟通、无共识,使他们无法就技术创新的目标选择与设定问题达成共识。建立一个对各项目标统筹规划,实现同步运行并有效地相互作用的目标系统,是解决当前企业存在的目标错位问题的有效措施。
The author claimed that there are mainly three kinds of objective misplacements in the enterprise technology innovation, which is the misplacement between technology innovation and the market; the misplacement between the expectation and the ability of the enterprise; and the misplacement caused by the objective dissimilation. Two main reasons are presented to explain the origin of the objective misplacement in this paper. The first is all the objectives are in the segmental situation, and have no interaction to each other; another reason is the lack of communication and consensus between the decision-maker and staff which lead to the handicap to make agreement on the selection of objectives. An efficient method is presented in this paper to solve the problem of objective misplacement existing in most of enterprises, that is establishing an objective system which could program all objectives in a whole, and make them work synchronously and interact tO each other orderly
