摘要
奥巴马政府上台后,把尽快推行新的核政策(包括与俄罗斯开展核谈判和要求国会批准《全面禁止核试验条约》)视为其在安全和战略上考虑的第一要务。美国新的核政策如果能够得以实施,国际军控形势有可能得到好转。但美国保持自己在核力量上的优势地位并限制其他国家发展核力量的终极目标不会改变,而中国不仅面临机制性压力,且外交甚至周边的稳定与国内的安全都可能受到影响。
After it came to power, the Obama administration quickened its steps to implement its new nuclear policy, including conducting negotiations on nuclear issue with Russia and asking the U.S.Congress for approval of CTBT and looks upon them as the first priority in its security and strategic considerations.If the U.S.new nuclear policy can really be put into effect, international arms-control situation will possibly be improved.However, the U.S.ultimate goals of retaining its dominant position in nuclear strength while trying to place restrictions on the other countries in developing their nuclear power will not be changed.And yet China is not only faced with structural pressure, the safety of its nuclear armaments are also likely to be affected.
