The definition of the stakeholders in new drug D＆R has been introduced. According to different roles of the stakeholders in new drug D＆R, they has been divided into different parts. Based on this, we analyzed the important roles of different stakeholders in research and development of new drugs in different periods. We also pointed out that it is important to know how to cope with the stakeholders to accelerate research and development of new drugs smoothly and successfully.
